1 GENERALIDADES

Nuestra Empresa, con una experiencia continua desde principio del año 1963 en el sector del petróleo, implantada en el ámbito nacional e internacional, ha participado en el diseño y realizado en nuestra especialidad del orden del 75 % de la infraestructura española y de ésta las instalaciones más significativas, relevantes y complejas. Tenemos un acreditado know-how y/o especialización en Instrumentación, Ingeniería y Desarrollo de Sistemas Integrados de Control para Instalaciones de Almacenamiento y Distribución de carburantes, combustibles líquidos, gases licuados y derivados, con procesos de carga automatizada de cisternas y vagones ff. cc. superior e inferior (la 2ª más actual y eficaz), aditivación incorporada, recuperación de gases, medición dinámica en tanques (nivel, temperatura y densidad), control de electrobombas para trasiego de productos, válvulas motorizadas, así como programación y diseño propios, del conjunto de Aplicaciones Informáticas específicas con soluciones personalizadas de calidad y/o garantía de futuro orientadas al Cliente, a quién le ofrecemos siempre una efectiva y extensa cooperación para el logro eficaz y satisfactorio de su proyecto.

También realizamos con igual know-how las instalaciones de Instrumentación y/o Eléctricas complementarias y especiales que se pueden necesitar en modernas y automatizadas Plantas de productos petrolíferos.



2 NUESTRO PRODUCTO

Los Cargaderos modernos y/o Terminales de carga de camiones cisterna para la distribución de productos petrolíferos con su riguroso control y operatividad segura, constituyen el centro de las operaciones económicas de la compañía, y de ellos depende el buen servicio que diariamente debe prestarse a los clientes. Son la unidad más activa y representativa de una Terminal, la expresión emblemática más importante y prestigiosa de una Planta de Hidrocarburos y/o Refinería y el punto donde se hace notar la calidad y eficiencia de la organización en el manejo de sus productos. Hacen mínimos los tiempos de operación y espera de cisternas en Planta, mejorando la productividad y disminuyendo de forma notable los costes de transporte, lo que supone una mayor competitividad en el mercado. La seguridad general y operativa aumenta considerablemente, proporcionando además la precisión en la medida más exacta conocida en el trasvase de los carburantes líquidos y/o gases licuados (LPG y GNL).

Nuestro producto consolidado, Sistemas de control e información automatizados en tiempo real e instalación total de Cargaderos, con sus puntos fuertes y/o factores de éxito: alta tecnología con desarrollos propios, calidad, fiabilidad, conocimiento y dilatada experiencia, los diseñamos y construímos (pueden ser llave en mano), en Plantas industriales y/o Terminales de almacenamiento para cualquier lugar y país.

Las capacidades y operaciones de nuestro potente y flexible Sistema, comprenden desde tareas administrativas hasta las específicas de automatización y supervisión de proceso, en base a la instrumentación y equipos idóneos que lo configuran, que son definidos conjuntamente con nuestro Cliente, para adaptarnos con toda garantía a la práctica y prestación del servicio esperado en su explotación, así como a la legislación obligada en cada país.

Las operaciones y funciones propias del Sistema, son desdobladas en 2 Subsistemas, denominados respectivamente de Gestión de Carga y de Control-Supervisión de Proceso.

El Subsistema de Gestión, relaciona el mundo exterior (suministradores, estaciones de servicio, clientes finales) con el proceso físico de carga en Planta, proporcionando los datos que conforman las distintas operaciones al Subsistema de Control, para al final de las mismas, recuperar resultados emitiendo los documentos correspondientes. Sus funciones principales son: mantenimiento de la base de datos general del Sistema, generación de pedidos y órdenes de carga, seguimiento manual o automático de la secuencia de carga, impresión de documentos de acompañamiento, gestión de incidencias, control de movimientos y stocks de productos, intercambio electrónico con Centros Logísticos y Aduanas, así como un conjunto de utilidades de propósito general destinada a la gestión de usuarios, operaciones globales con ficheros, configuración de parámetros, histórico de eventos y manuales-ayudas tipo Windows en línea.

El Subsistema de Control, gestiona todo el proceso físico de carga, adecuándolo a los datos facilitados por el Subsistema de Gestión. Entre sus funciones, se incluyen tanto el mando automatizado de electrobombas y otros equipos de campo, como la supervisión del proceso mediante sinópticos en pantalla, listados de señales de detección de alarmas, gestión de carga mediante diálogo hombre-máquina (chófer-Accuload) en isletas del Cargadero, registro de las cantidades cargadas en sus tres magnitudes: volumen bruto a temperatura de carga, volumen neto a temperatura de referencia (15 ºC ó 60 ºF) y peso equivalente, así como vigilancia de otros datos generados durante la carga con verificación constante de comunicaciones entre todos los elementos que configuran el Sistema.

Este Subsistema también incluye la visualización de datos-estado de Tanques de Almacenamiento de productos y la monitorización-accionamiento remoto de válvulas. Igualmente, puede realizar tareas de vigilancia y detección de intrusismo en la Planta y/o Terminal de Carga, mediante cámaras automáticas videosensoras y/o de alta potencia, con visualización en sinópticos de las distintas zonas vigiladas, representación de alarmas detectadas y otras utilidades al respecto como son: zoom, enfoque de cámaras, movimiento programado, grabación en video en situaciones de alarma y telecontrol desde lugares distantes (Sede central y otros).

Ambos Subsistemas, se sustentan en un conjunto de equipos y aplicaciones informáticas integradas, que sirven de base a todas las funciones mencionadas.

La seguridad de funcionamiento y operatividad del Sistema, están garantizadas ampliamente por el uso de equipos de alta calidad y redundantes, así como por la flexibilidad e intercambiabilidad de estaciones de trabajo y aplicaciones. Efectivamente, el núcleo central del Sistema (servidores, estaciones y electrónica de red) está constituido por equipos redundantes con dispositivos internos y/o auxiliares, donde la información se encuentra replicada en tiempo real. Todo ello aporta una gran robustez y alta fiabilidad global.

Además, el Sistema está jerarquizado en modos escalonados de funcionamiento seguro, para resolver eventualmente deterioros o averías de equipos auxiliares no redundantes.

Todas las acciones generadas manual o automáticamente dentro del Sistema, que impliquen cambio en algún fichero o cuya acción/influencia sobre el mismo sea de importancia, generarán un registro de eventos para comprobaciones posteriores. Por consiguiente, ediciones de ficheros, entradas o salidas de cisternas, incidencias, cierres, cambios de configuración y otros, quedarán registrados en el fichero de eventos.

En orden a asegurar la fiabilidad en el funcionamiento de la Instalación, el Sistema dispone de un servicio de Telemantenimiento vía conexión RDSI (ISDN), a través del cual, nuestros ingenieros de sistemas, desde nuestra propia Sede Central (Sevilla, España), pueden realizar accesos y control remoto al Sistema, para evaluar el alcance de cualquier incidencia, solucionar en su caso anomalías inmediatamente, y/o dar soporte técnico en tiempo real a los operadores en la Sala de Control de la Planta.

 

TECHNIC MEMORY OF HIDROCARBONS LOADING TERMINALS

1 GENERAL CHARACTERISTICS

Our Firm, with a continnous wide and deep knowledge since 1963 in petroleum sector, introduced in national and international ambit, has designed and carried out the most relevant and complex installations and has created for this period about 75 % of national infrastructure. We have a guaranteed know-how or/and are highly skilled in Instrumentation, Design Engieneering and Development of Control and Management, Integrated Systems for storage and Distribution Installations, Tankers and wagon-tanks for Distribution of hidrocarbons and by-products, including the process of upper and lower automated load ( the last one more actual and effective), additivation incorporated, gas recovery, tank meassurement (level, temperature, density), control system of electropump for moving about products, motorvalves, as well as, all computers specif applications with the programming and design develops by ourselves, giving individual solution of quality or/and future guarantee for each Customer.

Also, we carry out, with the same know-how Instrumentation installation and/or Complementary or Special Electrical Installations that could be necesary in modern and automated Plants of Petroleum products.

 

2 OUR PRODUCT

The Modern Automated Loading Terminal for tankers and wagon-tanks in the distribution of petroliferous products and its rigorous control that are the Center of Economical Operations whose depends the good diary service that must be given to the customer. These are the activest and most representative items in a Terminal, also is the most important, emblematic and pretigiose expresion in a Hidrocarbon Plant and/or Refinery , where makes sense the quality and efficence of the organization on distribution of their products. They makes minimum operate and waiting time of the tanks on Plants, decrease in very important way the transport costs, increase general and operative safety and provide the most exact precision and measure known over quantity of distributed products.

Our product with their strongest points: the hight Technology with own develoment, the highest quality, reliability and wide experiencie, is the Integral Automated Control and Complete Installation of Loading Points that we design and build subject to quality norm ISO 9002 (1994), in loading Terminals, Storage and Distribution Plants of Petrolifeous Products, that is at the disposal of ours Customers to install in any Plant and/or place.

The capacities and operations of our System, include from clerical-works to specific tasks of automation and supervision of the processes,regarding Instrumentation and suitable equipment that shape it, that are defined together with our Customer to provide expected services with total guarantee, as well as the legislation that is obliged in each country.

The Operations and functions of our System, are divided in 2 subsystem, named Load Management and Process Control-Supervision.

The Management subsystem, establishes a relationship between external world (suppliers, service stations, ultimate customers) and the loading process on Plant, providing to Control Subsystem the data that shape the diferent operations in order to obtain, at the end, the results and emiting enclosing pappers.Their principal functions are: maintenance of general data base in the System, generation of requests and Loading orders, manual and automatic tracking of the Loading sequence, printing of enclosing documents, management of incidences, control of movements and product stocks, as well as, a whole of utilities of general purpose to management of users, global operations with files, parameter configuration, historical file of events and helps through help-windows on line.

The Control Subsystem, manages all the loading physical process, fitting it through the data recieved from Management Subsystem. Among their functions are included both the automated control of electropump, and other field equipments, and the supervision process by synoptic on screen, lists of alarm detection signals, loading management by dialoge man-machine (driver-ACCULOAD). On Islets of a Loading Point, recording of the loaded amount with its three magnitudes: gross volume at loading temperature, Net volume at reference temperature (15°C or 60°C) and equivalent weight, as well as the watch over generated data during the Load with continnous chek of comunications between all elements that form the System.

Also this Subsystem includes the display of data-state in Product Storage tanks and the monitoring with remote actioning of valves. At the same way, it can realize vigilance tasks and intrusism detection into the Plant and/ or Loading Terminal through videosensor automatic cameras of and/or high power with display on synoptic-screen of the diferent guarded zones, representation of detected alarms and other utilities such as: zoom, focusing of cameras, programed movement, video recording in alarm situations, and telecontrol from distant places (Central headquarters and others).

Both Subsystems with all functions above mentioned, are supported by a whole of equipments and integrate computer applications.

The Operation Safety and operative character of System, are extensively guaranteed by equipment of redundant configuration used and so the flexibility and exchangebility of work-stations and aplicantions. Exactly the central core of network System (servers, work-stations and comunications Hardware) is formed by redundant equipment (cluster configuration) with internal and/ or auxiliar devices, where the information is repeted in real time. All of that contributes to give to the System a grate strength and high global reliability.

Moreover the System is hierarchied in stepped-way of safe operation, to resolve evetually damages or breakdowns in auxiliar equipments of no-redundant configuration.

All generated actions both manually or automatically into the System, that might involve change in some file or whose action/influence over the same will be important, will create a data-file of events for later needed comprobations.Therefore, file editions, entrances or exits of tankers, incidences, closing, changes of configuration and others, will be recordered in a log-file of events.

In order to secure the reliability of operation in the Installation, the System has a Telemantenance service by conexion way RDSI (ISDN), through this our Computer System engineers from our Central Headquarters (Seville, Spain) can do accesess and remote control to the system, to evalue the range of any incidence, and in case of that to resolve it inmediately and/or give technical support to the operators at the Control Room of the Plant in real time.

 

3 SYSTEM CONFIGURATION

The Hardware of the System, is formed by central equipments of control and field equipments, just as they are represented with general character on Basic Diagram of the General Configuration, that is included at the end of this description.

At the named Equipment and Control Rooms, are generally installed: Network servers, HUB`s, PLC`s, Work stations, Printers, Control Panel DAF (Defense against fire) Electronic Terminals of weighbrides and interphoning central (general intercomunication of the Plant).

At the Document Emission Room , are situated : Terminals of identification, Printers and interpohones for comunication with Control Room.

At the Quantity weigher and entry-exit zone are situated: Termitnals of identitification, Interphones, Plataforms of weighbrides and Automatics Barrier-gates for access.

At the Load Islet, on the one hand, are equipped with the following common instruments: Overfilled control equipment , of ground conection in cisterns, Interphone, Emergency push-button to stopped of Loading Point and two position semaphore indicative of operation under way. In each Load Islet there is 1 loading arm for each product and in variable number that generally ranges from 4 to 6; and aditional special arm to retire and/or recovery of emited gases, on the Loading process and all of them are situated on one side of the Islet, on the other hand , each Loading arm is provided with air-remove filter, volumetric or mass meter (acording to product), Temperature probe, Digital Control valve, Microcomputer of predetermination-counter and supervision of the Load, and additive inyectors in number according to aplication.

At the Storage Park, the tanks are equipped with gaugers for the centralized automatic measurement of level, Spot or average temperature, density, interphase of water, operative alarms and gross volume or adjusted at reference temperature (15°C-60°F). Also, they incorporate motorized valves in general with their operation from Control Room, that are recommend for the automation and control through the specific sofware functions.

At other places in the Plant, such as , Pump- stations of products and/or units of aditives are equipped with adecuate instrumentation to control its operation according to operative conditions of safety.

The computers and peripherals of the System are interconnected by means of Local Network Ethernet , star tipology, to exchange of data, functions and distribution of resources. The basic configuration , consist of 2 Redundant Network Servers with mirror disks (Mirroring) extracting in hot, in which are the sharing data for all applications of the System, as well as, 2 work-stations for the operators of the Control Room (may be one operator enough in each turn).

It is be able to add other computers in the Local Network to wide the functional character of the System or extend the supervision operations to other external dependences at Control Room, (Plant Management, Operation Chief and others Sections).

 

4 SYSTEM APLICATIONS

All operations the System realized, are based on distributed functional character and included into the Applications that constituted it, being the most importants:

 

4.1 Administration Management

This Application consists of developed functions by the operator of Control Room, wich are included into Administration Management Subsystem:

 

This Application will be normally run in one of the work stations in Control Room, even though can exist concurrently other computers in Local Network of the System, using it at the same time.

 

4.2 Synoptic and Control of Process

The functions for the Application of Synoptics and Control of Process are mainly formed by Load Supervision and alarm detection . By means of synoptic and list of signals, states and alarms, the operator knows in real time the complete operation of the Loading Point and the equipments and installations of another places or areas on the Plant. Optionally it is posible to see the states of storage tanks and motorized valves, which permit to control these elements in remote way. Also the operator has general synoptics of the Plant, Loading Point of Tankers, vigilance and intrusive detection on its computer screen.

Also, it contains utilities for configuration of parameters, changes of products density and direct access to Plants equipments to change its parameters or request additional information. The application is usually used in a work station of the Control Room, Although it can exist concurrently in other computers of in the System Local Network, but with limited functions according to configuration.

 

 4.3 Communications and Dialogues

The communications and dialoges of the cistern driver are developed on automated and cyclic way with all elements and equipments connected to the System Local Network, by interphaces and communication lines serie (RS-232C, RS-485or RS-422).

This Aplicance is formed by preconceived dialoges (guided), that it can hold the drivers on identification points situated in access, scales, places of document emission ,and loading islets.

These dialoges man-machine are the base of loading sequence, securing and/or confirming the correct fulfilment of every operations. The sequence order steps are:

For running in automatic way of the Load sequence, the System has identification terminals situated in adequate points. In these terminals, the driver is identificated through magnetic card and/or keyboard. With a guided and adapted dialoge to every step of the load sequence, the System requests the entrance of data or shows informative messages that permit to the driver in safe way to continue with the rest of the operations to finish them.

Normally, the identification of the cistern driver in the corresponding terminals are done through magnetic card to entry associated to each element. Optionally it will be able to use the keyboard of the terminals to introduce these data. Also it will be able to use representative card of two joined elements, like cistern and tractor, or definitively to adapt the dialoges to specific operatives facts for every customer.

This Aplication is possible to execute in stations or servers of Control Room.

 

4.4 Information exchange

The System holds Directories (letter-boxes) for information exchange with Comercial and Administrative Departements of the Plant , as well as, with operating Companies.Through these letter boxes it will be able to program Loads, recover results of them, to update registres and request other informations in remote mode.

These operations are made through files ASCII, that are copied and/or removed of the named letter- boxes. Moreover, every Operating Company have its particular Letter-box.

The exchange Application, gives support in every activity above descripted running the remote requests, in automatic way. Similary, every operating company will have an adecuate computer in its own dependences, through which it will be able to do every mentioned operaions by telephone connection.

The exchange Application will be able to execute in stations or servers of Control Room.

 

4.5 Command, Handling and Control of Operation

The command and handling functions, are essentially to check and guarantee that the state of every instruments, sensors, equipment on islet, pump stations and other equipments, is the correct to develop the loading process in controlled and safe way.

With this Application are detected the programmed alarms in the System, are checked and watched over the states of every instruments that take part on the Loading process, are adjusted the electropump numbers of product according to the concreted needs of Loading process, turning over its functioning to equal the functioninig times of each one, as well as, the fulfilment of other interlocking functions of general character. The Configuration of islets, pump stations of the Plant and others, are configurated by means of parameters.

These tasks are executed by PLC.

 

5 FINAL CONSIDERATION

In any case, the subsystem is opened to the organization requirements and/or foresights of Customer, forming this description a general and flexible setting in which are developed the usuals functions, without any limitation of alcance, in Automated Terminals of Storage and Distribution of Petroliferous Products.

MONTREL S. A. develops the design and detail engineering for each application and/or installation, as well as, the definition/specification of the materials and/or more suitable equipments, with the aproppiated adaptions and expansions to the system for adjusting it to the operative requeriments and the internal organization of the customer, according to fiscal and formal Legislation valid in the Country.

Also, we want to emphasize that, our Firm has established special direct lines of supply and permanent collaboration with the most important manufacturers/providers of the world in the Petroleum sector, using principally the equipments and /or products of companies with hight quality and technical quarantee whose materials and equipments have a productive philosophy base on R&D.

All of ours Installations are made completly for our highly skilled ingineers and operators, including in them Regulation, Calibration of instruments and final test of starting up, giving usually technical asistance for trainig and drilling of operation staff of the customer and general supervision during initial operation phase.
